Because of immigration restrictions on South Asians, Canada’s Pakistani communities did not begin to be established until well into the 1960s. According to the Encyclopedia of Canada’s Peoples, "When the 1951 quota system that provided places for 100 Pakistanis was replaced with a point system in 1967, the number of Pakistani settlers rapidly increased, approaching 50,000 by the mid-1980s." The majority of this group of new immigrants settled in Toronto and Montreal.
In 1972 Voice of Pakistan began publishing in Toronto. It ran for about a year under that name, then changed its title to The Fortnightly Crescent, and then just The Crescent, under which name it was known until 1980. At that time it changed names again to Al-Hilal (which means "crescent" in Urdu) and continued publishing until the late 1990s. Throughout its run, this newspaper published both English and Urdu-language sections, and covered issues related to Canada and South Asia, as well as world affairs. It was an activist newspaper which took strong political stances and reached out to non-Pakistani Muslims and other groups with similar concerns. The run presented here, 1972 to 1986, includes the years of the Pakistani community’s growth and establishment in Canada, and these forces are reflected in its pages.

En raison des restrictions sur l’immigration des gens originaires de l’Asie du Sud, les communautés pakistanaises du Canada ont commencé à prendre de l’importance vers le milieu des années 1960 seulement. Selon Encyclopedia of Canada’s Peoples, « Au moment où l’on a remplacé le système de quotas de 1951 (lequel n’acceptait que 100 Pakistanais) par un système à points en 1967, le nombre d’immigrants pakistanais a augmenté rapidement. On comptait près de 50 000 immigrants pakistanais au milieu des années 1980. » La majorité de ces nouveaux immigrants se sont installés à Toronto et à Montréal.
Le journal Voice of Pakistan est né en 1972, à Toronto. Un an plus tard, il est devenu le Fortnightly Crescent, puis The Crescent jusqu’à 1980. Il fut ensuite rebaptisé Al-Hilal (ce qui signifie “croissant” en urdu) et il a paru jusqu’à la fin des années 1990. Au fil des ans, ce journal a publié des sections en anglais et en urdu. On y trouvait des articles sur les grands dossiers touchant le Canada et l’Asie du Sud, et sur les actualités internationales. Cette publication activiste était très engagée au niveau politique. Elle tentait également de rejoindre les musulmans qui n’étaient pas originaires du Pakistan et d’autres groupes dontles préoccupations étaient similaires aux siennes. Le tirage disponible sur ce site, soit de 1972 à 1986, correspond à la période de croissance et d’établissement de la communauté pakistanaise au Canada; les pages présentées illustrent bien ces forces.
